Computers, cellular phones, and satellite networks are making such concepts as "telecommuting" a real possibility. This increasing ability of a business to locate anywhere is opening opportunities for economic development in rural southeast Utah.

Financial incentives are in place in the form of a regional revolving loan fund and a seed capital fund to provide "gap" financing for emerging new businesses that locate in San Juan County. The Utah Enterprise Zone Act offers state tax incentives to firms that will locate to expand in an "economically depressed" rural community. San Juan County is an eligible Enterprise Zone. The county is also a designated Recyclable Market Development Zone.
